Oh god, he was one of the people that helped ruin South Africa. As a result of the "reforms" enacted by his compatriots, the country is in shambles and the homicide rate is through the roof. He alone wasn't responsible for it, but he was a significant part of the movement.

What about (archbishop) Desmond Tutu? In one sense, he was more instrumental in freeing South Africa -- he campaigned for an economic blockade of S. Africa that lead to the government capitulating to the ANC's demands. Of course, he never held office so he can't be counted as a dictator.
